Have you removed the water pump again (I know that sucks...but it probably has to be done) With that knowledge you may be able to weld a nut on the end or get on it with a visegrips. If I had to guess it is broke flush with the block though.
I have not had my water pump off yet so I don't know exactly how it is set up.
