I didn't read any responses, but here's my advice.
Take off all of the boots and the two I/C tubes.
Soak the boots in something like simple green, and then scrub them clean. Allow them to completely dry.
While they're drying, clean off the tube on the outside really well and a little bit on the inside. You can scuff up the surface where the boot comes over and then coat it with hair spray. This will make it sticky and the boot will actually "grip" to the tube.
Put the boot on the tube, and then the first clamp and tighten that down to around 70 ft/lbs. Make sure it's a SPRING T-BOLT CLAMP or constant pressure clamp. A regular hose clamp will not suffice here. Then install on truck and add the next two clamps per tube. You should be good to go until you order some from
