My thought are you got at least one problem, and that is with the ignition switch. I am not sure if its the Key/cyclinder or the switch it's self. Doesn't the brake have to be applied to move the shift out of park? Then there could be a problem with the input from pedal. I don't have experience with that year model so I am just guessing a good place to start. Hope it's some help.
