If you come off the throttle slower you can cure the surge when you let off quick. If it does it during shifts you need a new housing IF you want to rid it. The housing is the out shell looking thing that the compressor wheel sits in. It compresses the air coming in. If you have the money to drop a new turbo will cure it also.
Don't back out of the surge, that is what causes it. During shifts the RPMs drop causing fuel to burnt not as quickly resulting in less consumption rate of air, with the turbo spolled and a compression in the lines and intercooler and nowhere for it to be burnt (because its being burnt slower) it spurts out the turbo back out the intake. Its similar to backing off the throttle very quickly from WOT or close too, just its not directly controllable. Wasn't aware it caused damage.
Not sure but the fact that the turbo is being fed less it may lose compression strength which also contributes.
