Looking for non PC based scanner

I have 1999 Power Stroke from Oregon and am looking for a scanner (no PC based) which I can carry with me. I hate to get stock on the road at mercy of a Ford dealership. I called Actron and they told me that it is not certain if Actron Auto Scanner Pro CP9190 will work. They claimed that reading protocol was not enforced by EPA until 2001 or 2002. My Owner’s manual states that 1999 CA models were OBDII but my unit from Oregon is still OBDI.

So my question is, is there anyone who is successfully used Actron CP9190 ($260 in Amazon), or EZ-scan AX6000, or EQUUS 3140 all of which can read manufacturing enhanced code?

My Check Engine Light is on, truck intermittently stops and I am hoping that it is the famous CPS which dealer will replace tomorrow under recall.
