Yep sure is.
There is a yellow lever on the back of the cannister. Turn it clockwise a quarter of a turn. This will dump the contents of the bowl. This is also the way you get water out of your fuel system (fuel/water separater). It is best to find the small metal tube leading from this valve and attach a hose directed into a container. I have to admit that I just park over the gravel drive and let 'er go. It won't be much.

Unscrew the lid and pull the filter out. Check for any o-rings that may have dropped down in there. Clean it out real good. Pour additional fuel in the bowl to rinse if necessary. Close the yellow lever. Install the o-ring and the lid gasket. Watch the direction of the bevel. Package should tell you. Turn your key on and off several times to fill the bowl and you should be ready to go.

Not difficult at all once you have done it the first time. I had exactly the same questions you did my first time (3 filters ago.)
