Yep, that is the block heater cord.
I rerouted mine and clamped it to the drivers side running board. That way I can hook/unhook it with one hand and I can't forget about it and drive off with it still plugged in because I trip over it getting into the truck. Free and took about 30 minutes, one hose clamp, and one piece of metal to do.

Sweet! I never knew what that thing was. I'll try to trace the wiring down and find that plug first thing tomorrow!
