Is your gauge electrical or mechanical. mechanical uses a rubber or poly hose to obtain its reading. If that line is after the boost fooler then that would be the reason why you only have a reading of 18 psi. If your line is before the map fooler then you would have a true reading. To me it sounds like your gauge is after the boost fooler.
