The first one might be your fuel heater to the fuel bowl. Check right behind the fuel bowl about 2/3 the way down and see if you have a harness plug attached. The second one looks like the plug for the exhaust back pressure valve. That plugs into the solenoid on the front of the turbo pedestal. You need a new compressor wheel and yes if you filter is clogged it will cause you to lose boost because you can't pull enough air. Physically grab your compressor wheel and see if you have any movement at all laterally and in and out. Looks like some pm is needed. I would change your fuel filter change out your air filter or get a new intake see if you turbo is still good by seeing if you have any movement in the shaft get your truck scanned for starters.
