Go back to basics. Pull and check the bulbs. Do the turn signals work? Check for voltage at the bulb sockets. You already mentioned the fuses are good. If no voltage at sockets, look underneatrh for any damage to wiring. Check voltage at brake switch (under dash?). Good luck, I hope this helps a little
