I don't know what all the water could do, but I had a problem with my 99 not starting. I bought new batteries, bought a new starter, but before puttin' on the starter, I tried crossing the solenoid and it cranked. So I replaced the solenoid on the fender and the problem was solved.
Don't know if it could be that easy for you, hope so.
