Is your trailer a gooseneck trailer, of reciever hitch? When I hook onto my 16' flatbed (reciever hitch), it sucks to tow empty. I hook up the spring bars for the load leveler just to take some of the weight off the hitch to make it ride better, but it is only marginally better. If I take the ramps off and set them in the box of the truck (a 2 man job) then it is better. I think the trailer is too evenly balanced when it is empty. The spring bars dont fix that but they absorb the bucking before it gets to the truck. When the ramsp are off, I think the trailer weight is more properly 'on the truck.' When the trailer is loaded (with hay, or a car or whatever) I load it tongue heavy, and balance with the spring bars, and it rides good.
