I did think of a way you can do this if you want to.

What you need is a relay that is triggered by a switch or you could trigger it with the tow haul button. When the relay closes it could activate a solenoid that goes under the gas pedal. When the relay is open the solenoid retracts allowing full throttle.

The solenoid could be calibrated for any desired reduction in power.

I'm not sure I would trust it for heavy towing though because the load on a hill or heavy wind could make a huge difference in the actual power so it would have to be calibrated for full load. And your still probably looking at a timing issue which under load may do some damage. Spartan would be the one to answer that question.

But it is technically possible. You could dyno it and calibrate the solenoid for any desired reduction in power.
