I've heard a lot of people use the term "turn up the turbo'' and most of them never had a real clue of what they were talking about in the first place. Then again he might have been telling you to unplug the wastegate and it would boost more so long as you had a chip to put more fuel to it. But then you run the risk of overboosting and limping it without a fooler. On older mechanically injected motors people used to call upping the fuel (makes more boost) "turning up the turbo" too.
My guess is the guy actually didn't have much of a clue.
