Depending on the inspections where you live I'd plan on blocking the %$#* EGR cooler anyway. IF it's not already leaking, that is. If it's putting out white smoke that is also an indicator that the EGR cooler may be leaking.
Ask the guy about filter changes and whether he used Motorcraft filters. The oil and top fuel filters are easy to check. Ask if he's changed the air filter. Has he souped it up with an aftermarket programmer on the stock head bolts?
If you pull the EGR valve, yes it is two 8 mm bolts and a 6" extension would help. It will also help to have a 10 mm socket to remove the intake elbow first.
