Nope and I verified that the problem is the fuse box.
Number 1, fuel pump relay stopped working. On a 2002 F-250/F-350 the fuel pump relay on a F-250/350 superduty with 7.3L powerstroke is internal of the fuse box. So if the relay goes bad you have to replace fuse box. If you read the second post of this thread Wriot stated I have to flip a switch to have my truck run. I bypassed the fuse box by wiring a toggle switch directly to the fuel pump from the battery. I did this because at the time I didn't have 357 dollars to replace the fuse box.
Number 2, I checked all circuits yesterday that control the wipers. Even with fuse removed from the panel. The wipers would still come on going down the road. I didn't think this would be possible. But if the fuse box is shorted out this is possible.
Number 3, Using a multi-meter I checked other circuits that should be dead when fuse is pulled. They are still live with the fuse pulled. Leads back to fuse box shorted out.
The fuse box commonly called the GEM ( General Electronic Module) or CJB ( Centeral Junction Box) when shorted out causes a lot of unexplained electrical problems.
