Torque Converter Problems

My friend bought a 2001 F250 with the 7.3 and an Automatic Transmission. It drove awesome for about 600 miles then all of a sudden a very loud grinding noise is coming from the torque converter. It only does this at idle as soon as you give it throttle it goes away. The torque converter and flex plates where just replaced 1000miles before he got it. We also noticed that the transmission bell housing has been rewelded very recently and we think the housing is warped and its screwing up the flex plates. Also what is the sensor on top of the transmission because when it started making that noise the truck will crank but will not start. I was wondering if it had anything to do with the starting system.
