We have some International 4300 & 4700 trucks at work that have the DT466 engine (the big six-banger). The "old" ones (1999 & 2000 models) have been retired, but we still have some '04 to '06 trucks in our fleet. They were 'turned back' by the dealership, I believe, and were electronically prevented from performing to their maximum potential.
I don't know how it is done, but they very quickly went from being able to easily do 73 to 75 mph to only being able to hit 68 mph downhill. There is something in the electronic engine management system where they can plug in a laptop via a port below the dashboard and reset the idle, top speed and power output.

That old DT466 is a good engine, though, and will run forever if properly maintained. We replaced our Internationals with new Sterlings and they're mostly junk. Even though they have good engines (Cummins ISB & ISC), all that smog stuff hinders their performance and fuel economy.
I sometimes drive a big rig - '04 International 9200i - with a Cummins ISM; and I am hoping the boss keeps it awhile longer so I don't have to drive a Sterling tractor. The Sterling tractors have the Mercedes-Benz engine (sweet), but I just don't care for the rest of the truck. Sterling ain't nothing but a "el cheapo" knock-off of a Freightliner.
